Our local library is free. Anyone resident. Also they pay per loan royalty on paper or ebooks to Authors (All Irish & UK Libraries). They have to buy the ebook licences and paper books from publishers, and can't source donations or Charity shops (thrift in USA?).

Amazon gets the content for KU for free and Amazon decides the "pot" to be shared to authors, based on content qty read, not per loan, so more invasive of privacy, and unfair compared to UK /Irish system. It's a commercial subscription library, something that died for books over 100 years ago in UK and Ireland.
