In the US, most libraries have migrated to the Libby app, but Libby still allows ADE downloads. It's unlikely that Kobo will address this, so your only likely option would be to buy an Android e-reader. If you want another 6" model, the Onyx Boox Poke 5 or Go 6 would be roughly equivalent to your Clara.
