Sorry but how do you even know the file transferred if you can't see it on the device? After you copy the file over and safely eject your Kindle, when you look in Device Options, under Software updates, do you see anything indicating that an update is available? For me, I saw a line reading Software updates with Update your Kindle to the latest firmware with Update at the end of the line? When I tapped on Update >, the hotfix was installed.

Do you have OTARenamer installed? If so, did you use it's restore option before attempting the hotfix?
