There are sci-fi periodicals that are web and ebook only. For example
Jim Baen's Universe and
Grantville Gazette. The latter is an interesting case because a few issues have been published as paper books, but only out to issue 5 so far (vs issue 23 as ebooks and issue 24 on-line).
