i dont think it really matters most of the time. its just personal preference and how your reading device/app handles those specific filetypes.
when converting epub to cbz, you automatically get most of the metadata with it inside of a comicinfo.xml file that can get used by reading apps. when converting just images to epub (with kcc for example) youd have to add any metadata yourself, because that info wasnt there before
