Calibre does not support fixed layout ePub conversion (to or from).
Use Send To Kindle. It should convert to AZW3 (which you can import to calibre).
If you want facing pages it needs to be KFX, side-loaded. You need to extract the images (e.g. with calibre book editor) then feed those to Kindle Create, generate a KPF, then convert to KFX using KFX Output plugin CLI. You can also add guided view or virtual panels, and Table of Contents with KC, and preview to verify it looks the way you want it.
