Use KindleUnpack plugin, it does a pretty decent conversion to ePub fixed layout. Use a viewer like Thorium to check results. For extra credit, you can edit AZW3 to add ToC (most comics seem to lack one even when they are hundreds of pages long) before converting.
I tend to import KFX (using Kindle for PC, at least for as long as that continues to work) and then KFX Input menu to convert to ePub/PDF/CBZ. Sometimes the Kindle format has issues and I take the images from CBZ and recreate KFX from those using Kindle Create and KFX Output plugin CLI and then convert that to ePub etc.
Kindle Comic Converter also does fixed layout ePub. But you need to extract the images from the AZW3, and sometimes the sort order of the image files doesn't match page/spine order. Converting to ePub with calibre and then extracting the images usually fixes that. But that's why I'd try one of the other methods: simpler.
