If you want annotations that's a different situation.

Also if you want to move between iOS & Android is a different situation.

I use the free versions of Pocketbook and Xodo. I do buy some SW, but I will NEVER EVER rent software, that's a scam.

I did buy Nebo for Android. I've used it also on a friend's iPad. It's primarily a notebook / notes application and ONLY for Android devices with real pen / stylus (Wacom EMR, USI2.0, NPP/MS, Samsung S- Pen etc).

The annotations by Nebo can convert to text, or remain free-form. The text layer can be copy/pasted in any Android/iOS App than can do that, and in suitable Mac, Windows, Linux programs. I use Okular on Linux and used Sumatra on Windows, previously Foxit and long ago abandoned Adobe.
