A library can loan Kindle-only or Adobe-only, or both. If they only offer Kindle then there won't be an option for downloading an ADE ASCM. If you've already gotten your loan in Kindle format then it's locked in for the duration of the loan. You'd have to re-check it out. And, be sure you don't have Libby set to auto-send to Amazon by default.
