Conceptually, this certainly doesn't make sense to me. As you say,
Sure, the device firmware might make a difference to downloading books to it by wi-fi. But why should the firmware on a user's device make any difference to their ability to download from Amazon's server to a PC/Mac/whatever? No, I don't buy it.
In any case, yesterday I couldn't download books to my PC, whilst I can today. Downloading to it by wi-fi worked yesterday. I haven't updated the firmware on my Paperwhite in the interim. I'm still on version 5.16.9, which isn't the latest for my e-reader - that's 5.17.1.0.3, according to Amazon's website.
