I got the graying circle thing. After trying Kindle for PC and hooking up my Kindle to my laptop, I gave up and used Amazon chat to talk with two representatives. I pointed out that my Kindles weren't 2024 models and that I wanted to use the "deliver" option as well as the download option, just in case I was in an area with bad wifi.
They had me update my 2023 Kindle to the latest software and then they said they'd do an internal ticket and that my issue would be resolved within 24 to 48 hours. They said it was a tech glitch issue known to them.
Today, it's all resolved, and the deliver AND download options are both back for me. I've successfully downloaded the last 12 ebooks, and I even bought 10+ new ebooks today, just to test them out. All were successfully downloaded, and I have certainly gone past the 20 ebook download limit.

Are all of your Kindles on the latest software update? So all the people out there having a problem will need to update to the latest software to fix "known issue"?
