Interestingly, a lot of the push to register was enforced around software version 15.14. I have bought several secondhand Kindle Paperwhite 11th Generation devices that have never been opened or registered. I never registered them and use 100% offline. They came with the Oxford English Dictionary and VoiceView (which I might have updated, I cannot recall).

The software version is 15.13.xx and has a Home screen with one large book icon and a Reading List on the right. There is no pop-up to register the device when you click on the home screen. There's no persistent Bluetooth icon in the top drag-down menu, and it only comes on with VoiceView in this version.

I bought a separate Kindle that I registered for KU, Translation and Wikipedia. This was before I knew about Kobo and PocketBook, unfortunately.
