You could try Thorium reader since it does handle FLO ePubs.

As for reporting the bug? Since the creator of calibre is well aware that it does not handle fixed layout ebooks, a bug report is not going to help. Contributing code to calibre to allow handling fixed layout ebooks would be helpful.
