That looks as if the boot from the internal µSD card process couldn't get started. You might want to try the manual factory reset procedure.
  1. Charge your Libra 2 preferably from a wall wart for at least an hour.
  2. Hold the power button down for at least 30 seconds to force a power off.
  3. Press and hold one of the page turn buttons.
  4. Continue to hold the page turn button and press and hold the power button.
  5. After 30 seconds or so, the screen should change to the resetting screen.
  6. You can now release the power and page turn buttons.
  7. If the process succeeds, your Libra 2 will be wiped back to factory and will need to be setup from scratch.

If this doesn't work, post in the Kobo µSD Card Image Requests thread to request a firmware image for your Libra 2.
