I think that what the OP means by a custom ROM is alternative firmware that is designed for a certain Android device. One such example is
LineageOS. One usually needs root and a custom recovery installed in order to install such a custom ROM.
I agree that rooting itself allows one to customize one's own firmware in many of the ways that a custom ROM would offer. My experience is that custom ROMs were more useful in years past but not always so useful now.
