I guess I'm in the minority as my Kindles have come from local thrift shops and ebay and none has been blacklisted. The ebay ones were being sold by their owners sure it could've been a lie told by them but I had no problem registering them as mine. I don't buy non user repairable e readers anyway so a battery change is expected whenever I get a second hand device.
Unclaimed Baggage is where I saw a bunch of PW but if you're worried about them being blacklisted, the chances of that with these might be higher.
Woot or Amazon Warehouse might be a place you're more comfortable with as the Kindles here are refurbished trade ins or returns because the buyer didn't like the lights or something.
