I know that's what it shows now. Before the Oasis 3 was 5.17 and have now had that firmware removed. I can't swear on the Scribe, I don't own that device so am unsure.

When I visited Amazon.com and Amazon.ca's firmware download pages, the Scribe and the Kindle 11th gen 2024 showed firmware 5.16.21 while all other 10th and 11th gen devices which
includes the Oasis 10th gen AKA Oasis 3 show the available firmware version as 5.17.1.
I included a screen capture of the download page from Amazon.com showing this. So I am saying the Oasis 3 still gets 5.17.1 (which downloaded when I clicked on the link). I deleted that download but re-downloaded it and attached a screenshot of what the file looks like in my Downloads directory. So I can state with a very high level of confidence that the Oasis 3 firmware update is still 5.17.1. I've also attached a screenshot of the Amazon download page zoomed out to show more versions and the Oasis 3/10th gen circled.
