CBZ/CBR are just zip rar files with images inside. You can unpack them with any archival software. In the past people would scan manga comics, translate them, then share them online via irc and other means. Origin was always fan translations. They are grey and also black area regarding piracy. By the original artists and publishers of manga, they were considered as advertisement, as long as no official english translation was available. Teams that did scanning and translating would often adhere to an unwritten rule to always stop fan translations as soon as official english translation was available. Naturally there were exceptions. There were teams that did not go with this, and there were teams that become official translators of mangas. Many modern publishers of mangas in English, actually have a history of fan translation, and many mangas profited by initial publicity of fan translations, but then again, unlicenced distribution of the comics is also a thing, so it's an area that's quite complex.
