Indeed most people buying Kindle ebooks use an App on a phone or tablet (which includes Amazon Fire, one of the best selling because it's cheap and heavily marketed).

But I'll stop buying ebooks at Amazon if they disable Download and Transfer for my Paperwhite 3, though I have the Kindle app on my phones and tablet.

My TBR pile of PD books is about 5,000 anyway.

Note Amazon claims on the web page when you buy an ebook "You own this" and eventually copyright expires. Also T&C are not always legally enforceable, or economically enforceable.
