I just got the new 12th gen Paperwhite SE and can confirm this. With the Kindle registered to my account, when choosing "Download & Transfer over USB" on Amazon's web site, I get this message:
"You do not have any compatible devices registered for this content. Buy a Kindle or get the free Kindle reading app."
