I've successfully done this now. The only issue is that when I rename the 2019 version English (Custom) it does not appear. I have to leave it as dicthtml (custom) for it to appear on the drop down list when I long press a word.

I extracted the 2019 dictionary from my Kobo Libra 2, which has not been connected to WiFi for nearly 6 months .
