Amazon has never blocked loading your own content over USB. This recent issue is about loading DRM'd Kindle Store content over USB, which also has often been the most reliable way to get files that can be stripped of DRM.
It could still be an MTP issue. The Scribe didn't have MTP from day 1 so it was added to the list of Kindle allowed to D&T. Given the new Kindles have MTP from day 1, it could be that they are not added to the list and D&T won't ever work with them.
