I think that you didn't start fresh. Unless there is something going on here. Normally the test points should be 100% reliable and react a fraction of a second after the device actually resets. With a device that powers off you can dettach the USB, power off, test point activate, plug cable in.

I think that the WinUsb driver is installed, but you can double check.

Reset the device with the EDL test points. Go to "devmgmt.msc" (Device Manager), find your device, right click, Properties > Driver.
It should say something "blah-blah-WinUsb (libwdi autogenerated)". If not, you need to Zadig.
