libqt5svg5-dev should get both.

I'll make sure to add that to the Older Linux build documentation since the latest is now Qt6-only. QtSvg was only a runtime requirement up to (and including) Sigil 2.0.2. It became a build requirement starting with Sigil 2.1.0

EDIT: I'm sorry. Changed to reflect the need for Qt5
