For Send To Kindle, you would need to convert to PDF or fixed layout ePub.

The latter is preferred as it supports spreads (both 1x width for covers and 2x width that display in 2 page view). (Kindle platform supports facing pages/spreads for Kindle comic format in landscape orientation)

PDFs do not support 'spreads' so you would need to split 2x width images in half before creating PDF from the image set. And PDFs are converted to print replica format, and that does not currently support 2 page view no matter how large the display might be.

Calibre will import CB* files, but does not support conversion to other formats. It will do a conversion, but it's unlikely to be usable. I don't know why there's no plugin that will do conversion of CB format after all this time. I guess it's only Kindle that doesn't have native support for CB format.

If you extract CBR images, Kindle Comic Converter will create fixed layout ePub and set correct reading order for manga. You would need to add ToC if you want one with an ePub editor, and Send To Kindle will convert to KFX comic format (but no panel view).

You can also generate a side-loadable KFX comic with Panel View and ToC using the free Kindle Create tool from Amazon to output KPF (Kindle publishing format) and KFX Output plugin to convert the KPF to KFX. The plugin will also do a good conversion from comic book KFX to fixed layout ePub, PDF and CBZ.

Yes, it could/should be a lot simpler given how simple CB format is. Amazon could surprise us and add CB format support to Send To Kindle once people with Colorsofts start requesting it.
