The problem with this line of reasoning is that it does not match reality.

If I "Download & Transfer via USB", then I have to pick a particular Kindle. The web database then shows that book as being "on" that Kindle, even though it isn't yet.

The problem is that people have reported that books purchased from Amazon that have been copied via USB to their Kindle have been deleted when WiFi gets turned back on after it was off for a long time. If Amazon was just syncing up the Kindle contents to their server database, this would not happen.
