I have no idea why they are separate. I'm tweaking a published book. The part page also includes a large publisher logo. It's all a waste of space and an extra page turn, upsetting my aesthetics.
A P rather than H tag for a heading means I can't alter how the line-spacing appears on my Kobo, resulting in too much blank space between lines of large heading text, at least too much for my taste. IOW, the don't look the same due to rendering oddities, even if they should look the same. See
