I've purchased public-domain ebooks from Penguin Classics and Oxford Classics because their editions include introductions, footnotes, etc.

I've purchased some public-domain ebooks from other companies because people praised their formatting, because they were able to put together omnibus editions that weren't available for free online, because it was cheap and convenient, etc.
