This would clearly indicate that you didn't copy the zip archive content to correct place, since DONT_CHECK_BATTERY always works if it resides in the correct place.

One thing to keep in mind "resell" script on 11th gen Kindle's also requires the device to be currently charging, so don't unplug the USB cable. Not sure if the same is the case for 10th gen (like your PW4).
It has been almost a year since I've read that script when I wanted to test returning a Kindle back into "shipping mode".
