I have no idea how large the time error can be in this situation and be "safe", but I've personally encountered situations where one minute would be a big error, such as a network file server having the wrong time and a newly written file not being visible to a client for the duration of the error length because it was created "in the future".

No one outside (or maybe even inside) amazon is certain about the details. Message #530 implies this is the case, but there might be more than one cause for books to go missing. Some people report confirmation that book files are no longer on the kindle and others that the book files are there, but don't show up in the UI. (In addition some reports are factually inaccurrate.) So lots of murk surrounding this.
