Basically, you set the list in RL to sync to device with "Add/Overwrite all list items" mode and "Clear this list after sync" checked.

Then in FFF config Reading list tab, you can configure to automatically add updated/new books to that list.

There's a wiki page for FFF on using Reading List to both sync to device and maintain a 'To Read' list that's marked on the device. It's a bit dated, but I believe still accurate.
