Remember that the screen is bistable, so it's possible the device is off even when the screen is displaying an image. If holding the power button doesn't force a reboot, and you can only revive the device by charging it, it sounds like your battery has failed and no longer holds a charge. The battery meter doesn't really mean anything much of the time, and if the battery has failed, then it's probably showing you nonsensically optimistic numbers and then the battery is dying anyway.
