I've seen 16 lines for text with footnote ref at the bottom in a bunch of books with very different CSS and not not found any nasty footnote related CSS in any of them. I mention issues with two books in this thread - one won't even popup footnotes (both kepub).
The nasty padding would have to be for the footnote books, as 15 lines is the norm for every regular text screen on every book on my Kobo, both those without footnotes and those with footnotes somewhere other than the bottom line. It would have to be CSS that only reduces bottom line margin/padding.
What CSS would only affect the bottom line of a screen of text for a kepub?
