It may be ugly and I have trouble understanding why it is at end of a file or why the span is only wrapped around the middle space in the triad but I will admit that I did not find an application or device where it did not give a blank line (four web browsers, 5 epub rendering applications on Windows, iOS and Android and 3 brands of ereaders).
What I did succeed in is finding that when the last text in the chapter fell close enough to the bottom of the screen, one or more blank lines pushed onto the next screen causing a blank page to be displayed.
