One example is my Paperwhite 4 (10th gen) which I use for testing ebooks I am editing and seldom read on. It seems to update within hours of a new firmware release. One of my neighbours is still on 5.16.9 and their Paperwhite 4 reports itself as up to date.
This seems to happen rather often. Sometimes, I wonder if Amazon rolls out so many copies of a new firmware and then waits for feedback before making the firmware available to all or if they are simply reducing the load on their servers by limiting the number of downloads.
