Well, that's all weird. Are they acknowledging that their Android 9 is a failure? Why are they saying "adb reboot loader"? Is that a typo for bootloader?

Enabling ADB should be the same as normal. That is, if you have the normal Android Settings. Just Google "minimal ADB".
