As long as the app isn't updated to need a newer version of Android, you'll be good.

Libby works with Android 7.1+.
CloudLibrary works with Android 2.2.2+
Hoopla works with Android 6.0+

So I see that you'd have no problem with an Onyx Boox Reader running Android 11.
