Does anyone have a device they recommend for these formats that have a font size comparable to a kindle paperwhite size 13 font? Alternatively, is there a hack for this on another device I might consider?

I would go with an Android Reader at a larger size so it will look better with larger fonts. If there are Android apps for Boundless and Hoopla, you could then install them. The Onyx Boox Page would be better as it has a 7" screen.
