I have asked PocketBook support and they replied:

The device doesn't support a dictionary .dic format.

The InkPad EO device does not come with pre-installed dictionaries. However, Google Translate is available in the PB Reader app. To use it, follow these instructions:

Open a book in the PB Reader app.
Long tap the word to translate.
Select the Google Translate icon.
Wait for the device to process the translation.

Important! If the Google Translate app is not installed on your device, go to the Google Play Store and install it.
