I think that's very likely it. When I switched to using Syncthing to create a local copy of my library (so all ebook files were on my device, in a different folder, and there was no need to download anything), Calibre Sync worked normally.

That is a really good idea. I am going to put a pin in this, because (a) the developers don't seem to care and (b) I prefer the Calibre Companion interface, but if I come back to the issue I will try that. Thanks!
