They don't make it easy to see what's going on.
My Poke3 has 7.1 GB "System", my Poke5 11 GB, my phone 16 GB.

Let's do some math.
My Poke5 has 31,331,450,880 bytes flash.
The userdata partition has 48,037,599 blocks.
That's 24,595,250,688 bytes where you can store books.
So, all the places you can't store books is 6,736,200,192 bytes.
My Poke5 has 76 non-userdata partitions that make up this 6.7 GB.
So how do we get from 6.7 GB to 11 GB?
Apparently they are counting 4.3 GB of system-related things stored in the userdata partition.
What? I dunno. Stuff like vendor, apex, odex, vdex...
