I was having this problem also. I had KOReader, NickelMenu, and KFMon installed, though I rarely used them and had ignored them for a long while. Somewhere along the line, a firmware update had broken them.
I updated/reinstalled (just ran the latest installer) for each of these, and that solved my problem. Perhaps even if you don't use them, installing them may help? No idea, just a thought.
