Hi,
I had the same issue after getting a Windows 11 system. My old one was Windows 10 and calibre ran fine there. Reinstalling calibre did not help. However, the comment about checking the taskbar made me check. Sure enough, there was a calibre icon there. Checked the Task Manager and the two calibre processes were there. Accessed the calibre server from my iPad and the server WAS running. So I right-clicked on the taskbar icon and chose Maximize. Whoa! Calibre came up in a full-screen mode and then worked normally from there on. So that was my fix, YMMV.
