Given that MS could easily even offer to install Win 11 without TPM x.x version it needs (Earlier TPM and some kinds not supported), or even have it work on less HW that Win10 needs and seems to want to help sell new PCs, I'd suspect MS will actually be looking for ways to brick installs on "unsupported HW", as they seem to have already done.
Most people don't need TPM. Loads of good HW doesn't meet MS Win 11 specs. This is the opposite to "Vista Ready"!
