If you are really famous and nearly dead or retired, the big publishers will bid against each other and use a ghost writer unless you are proven good writer.

If you are not famous, but ought to be, then write a precis and send it to agents. Publishers are swamped by unsolicited junk.

Otherwise try writing it. Consider what to do next afterwards. A $300 laptop with free LO Writer or even free Jota on Android phone/tablet with a full size BT keyboard (about $10 to $20 without nuumeric pad) will do for a first draft. A $300 laptop with Linux can do anything needed for complete publishing.

If you are rich and determined, then a better route than the Vanity press is to hire a (ghost) writer. Leslie Charteris's later Saint books done that way and maybe most of Pattersons. The guy behind Hardy Boys, Nancy Drew, Bobbsey Twins and others started as a writer, but those are all written by multiple employed writers per series.

You can employ an editor and commission a cover.

Then you can employ specialist companies to format ebook and paper versions. After that you can publish for free and list for free.
