Exclamation Calibre unable to launch after download

I tried to download Calibre today. No error message but the software did not launch when I clicked on the Icon or tried running it as Adminstrator.

I have already looked at https://manual.calibre-ebook.com/faq...ing-on-windows and tried the following methods:
  • No AV software running
  • Checked Task Manager - no issue of offscreen
  • Tried the Repair Button in the msi
  • Tried running Calibre as Administrator
