I was all "I didn't say it clearly enough ... the .tar.xz file unzips to a .tar file which untars to all the files, not to a .tgz." But then I thought it through. "Are these people using windows?" I asked. "Probably not." I answered. I went through the process once again: same behavior using 7-zip to do all the conversion. I did notice that a cryptic message flashed past.
Then i fired up WSL and used Kali's tar for the untarring. That worked -- I got a directory structure with the .tgz file in place.
So I'd say that 7-zip not only untars the .tar file, but then continues to process the .tgz -- obviously not what I wanted.
So thanks for your assurance that the .tgz was in there somewhere if only I kept looking. I've loaded it onto my Kobo, it updated, and all is well.
