You may want to check Amazon or Kobo then: City of Brass is in the May Monthly Deal on the UK sites. I can't answer for the other country sites.
We've had that one for a while - at least since the Dublin Worldcon. I've read it, and to be honest I thought it weak, so I've not read the others (which himself got as they appeared in monthly deals). I've read Amina Al-Sirafy, and preferred that (but still don't think it a brilliant novel even though it's on the Hugo shortlist).
