There (should be) no way you should be able to read (or write) something that isn't 512 or 4096 quantized, depending on block size.
Yes fastbootd should be able to write it back, adjusting things.
In any case, "your system" nowadays is system and system_ext and product and oem and apex...
Presuming that they only have 32000000000 bytes of memory total so they can claim 32 "GB" that works out to 2.3% spare, which sounds more reasonable.
