This is more like what I know from Chinese products: fancy technical specs, but when it comes to usability, the horror begins.
I have not expected that Kobo was on that level.
Don't forget it just came out. The Kobo user community often comes up with solutions to fill in the gaps.

I'm not a highlighter type, but I'm pretty sure I would be able to if I downloaded my web pages as epubs or pdfs, which you should be able to do.
e.g. I have a print-to-pdf app on my android, others use calibre or whatever to convert web pages to epub. I even have a pocket substitute (Shiori) running as a Golang binary on my Clara (more for giggles and to impress the ladies - I haven't tested it much
